		<description>The proper scope of Congressional authority is a fraught subject. The framers limited congressional power as a way of enticing states skittish about federal power to join the Union. I suppose you could say that if strictly limited congressional authority were observed in 1861 the Civil War would never have happened and slavery might still exist. I am one of those who believe the Constitution is best viewed as an elastic, adaptable document meant to reflect changing circustances, within certain definite parameters. I am sure will disagree with this paragraph; we can pursue that in subsequent posts.</description>
